First Model Registration Office in Pune at Kothrud
Pune property buyers, sellers, and their families finally have a new option for document registration. The Department of Registration and Stamps, Government of Maharashtra (IGR Maharashtra) has announced that the state’s first Model Registration Office in Pune is becoming operational this month at Revolution Mall, Kothrud.
This is part of a larger state initiative to modernise property registration through privately managed, technology driven Sub Registrar Offices, and Pune is among the very first cities to get one.
What Is the Model Registration Office in Pune?
The Model Registration Office is a new, citizen facing Sub Registrar Office built on a public private partnership model. It functions under the Joint Sub Registrar, Haveli No. 29, Pune, but is designed and run with a service standard closer to a Passport Seva Kendra than a traditional government office: comfortable waiting areas, better seating, an air conditioned environment, and digital systems intended to speed up scrutiny and registration.
It is the first of five such offices approved in the initial phase across the state, alongside two in Mumbai, one in Navi Mumbai, and one in Nagpur. IGR Maharashtra has indicated that a further 30 offices are planned for high registration districts such as Pune, Mumbai Suburban, Thane, Nashik, Nagpur, etc. with a long term target of 60 such offices statewide.
Where Is the New Office Located?

Kothrud is well connected by the Pune Metro Aqua Line, with the Vanaz and Ideal Colony stations both close by, which should make the office easier to reach than several of the older Haveli offices.
When Do Token Booking and Registration Begin?
According to the notice published on igrmaharashtra.gov.in:
- Token booking commences from 15 August 2026
- Document registration commences from 17 August 2026
Tokens can be booked online through the official IGR Token Booking page. Booking a token in advance is expected to reduce the waiting time that is common at conventional Sub Registrar Offices, particularly during peak months.
Why Is a Private Operator Involved?
Traditional Sub Registrar Offices across Pune, including the Haveli series, handle heavy daily footfall and are frequently overcrowded. The Model Registration Office initiative brings in a private operator to manage the front end citizen experience, infrastructure, and queue management, while the actual registration function remains a statutory act performed by the Joint Sub Registrar under the Registration Act, 1908. The stamp duty and registration fee structure under the Maharashtra Stamp Act, 1958 does not change merely because the office is privately operated.
What Should Buyers and Sellers Keep in Mind Before Visiting?
Whether you register at Haveli No. 29, Kothrud or any other Pune Sub Registrar Office, the underlying legal requirements remain the same. Before your registration appointment, it helps to have the following ready:
- Document which parties want to register – eg. Agreement for Sale, Sale Deed, Power of Attorney, Leave and License Agreement, Gift Deed, etc.
- Earlier title deed and/or Index II of the property
- Society NOC, Formation Certificate, or Share Certificate if the society is formed, or Builder NOC if it is not
- Latest property tax receipt and electricity bill
- Completion Certificate, Occupancy Certificate, or Possession Letter as applicable
- RERA registration certificate, where available
- PAN and Aadhaar of all parties to the transaction
Getting your Sale Deed, Agreement for Sale, or Power of Attorney vetted before your token date can save an avoidable trip back to any Sub Registrar Office, including this new Kothrud facility.
Will This Reduce Waiting Time for Property Registration in Pune?
That is the stated goal. By separating queue management and citizen facilities from the core registration process, IGR Maharashtra is aiming to bring service levels closer to what citizens experience at a Passport Seva Kendra. Whether this translates into materially shorter waiting times in practice will depend on how token slots are allocated and how many transactions the Kothrud office can process each day once it is fully operational from 17 August 2026 onward.
